I've got a chance on some FREE wheels and tires from an '05ish Chevy Tahoe. look something like this...

the problem is the center hole is approximately 3" and I need 4" to fit over the front hub. can these be drilled out to fit?

Put a 3" hole saw inside a 4" hole saw on the same mandrel. The 3" will act as a guide for the 4". Start from the backside, because the break-out side will be neater than the entry side.
Do you need hub centric wheels?
what is the size of that rim. It may be possible that I could put it on the lathe. I would to think about it though.
HBs are lug centric wheels, and they are 16X7s
would be easier to sell those and get some that fit. i see those wheels for sale all the time in the 2-300 range
