She took it to a tire place and had new tires put on it. Her problem is that the front end is shimmying from 40 mph and up. She took the car back and they told her it was the rims and they could replace the ones she had or 550.00. She called BS and took it to another tire place. They told her it was the transmission. She took it to a transmission place and they told her it was the tires. She took it back to the original tire place and they replaced the tires with a new set. It still shimmies side to side like tires are out of balance. What else could it be.
They have said it was not the wheels now.
The tire guy and the transmission guy even got on the phone and talked about it.
What else could it be?

I know in a rear wheel drive a bad u-joint in the driveshaft will make you think the whole car is coming apart.
Toyota Camry. Sorry. I thought I put that tidbit of info in the description, but I reckon not. It's front wheel drive. She said she is getting the shimmy in the steering wheel.
Worn suspension /steering parts? Did the tire shop check the alignment and front end condition?
Possibly a bad CV axle? I would suspect that a badly worn or damaged CV cold go far enough out of balance to do the same thing as the drive shaft, like Ghost mentioned.
Did it have the shimmy before replacing the tires or did it start after replacing the tires?
She said it started after she got the new tires about 6 weeks ago. She did say that when the tire shop drove it after she complained, he told her it was the transmission when he drove it and put it in neutral after it started shimmying, and it supposedly stopped while in neutral. The transmission guy told her there was nothing wrong with the transmission. She is really frustrated with no one being able to accurately tell her what it is.
Now, I am leaning more toward a faulty CV axle.
maybe a bad brake rotor and seized caliper pin, strut mount? how many miles are on the car?

$65 for a rebuilt one. Somewhere in that neighborhood.
You should be able to grab the axle shaft between the boots and try to wiggle it. If it has slop, it is shot. Something bad enough to cause a shimmy would surely exhibit pretty obvious movement.
